Those aren't really the settings of the GPU, try to play openspades and if it doesn't work, then it's probably still too old. (I'm not good with radeon, but sorry to tell you, I don't think it'll work.)

It opens up alright, and I select a server to join, but it says 'awaiting for state' while loading and never loads the game.

Someone can problem give you better advice, but what i would suggest is reinstalling OS.
Is there a place to make suggestions, or would we do that in this thread?
The latest version as of this post is 0.0.12b, so probably not this thread unless you're still using 0.0.11.
