It's certainly possible using wine (PlayOnLinux makes it pretty easy to manage).
Grab the installer for the version you want from here.

Assuming I understand you correctly, the file you want is (on windows) located at %APPDATA%\OpenSpades\Resources\SPConfig.cfg

e.g. for me it's at C:\Users\ryan\AppData\Roaming\OpenSpades\Resources\SPConfig.cfg
